Found indoor control board very corroded from moisture. Did not find any water leaking from up above apartment. Mostly from condensation. Dried up water and installed new control board. Blower motor is now turning on and off correctly. Temperature split is 18 degrees in cooling. A/c is working properly at time of service.

Compressor did come on. 419a refrigerant pressures were 321/137 with 3 subcooling. Also would start considering replacement. A/c is working at time of service.
