Fully assessed no cooling situation. checked voltage going to system, found voltage to be 213 V. Transformer tapping was on 240 V. And was only getting 23.5 V on secondary side. Moved tapping from 240 to 208v have 26 V on secondary side. Ran system and cooling mode for a while. Everything was running correctly. Suction pressure was 102 64°F. Kit system in heating mode and system code 3 pressure switch code.
